If it's KC Active he's talking about then the caravans have been put there by Augean who asked KCA for permission (the PC were consulted as the landowners but said it was up to KCA).

Hopefully they won't be there long.

What a strange decision by KCA and the PC. So rather than opposing Augean, we're now welcoming their employees with open arms. They've also made a lovely area for children to play in a bit of a no-go area, and the sooner they go the better.

I can't speak for KCA but while the PC own the land in question, it's leased to KCA and they determine what goes on there - hence the PC passing the matter to them. I can't see what else the PC could have done.
