That was considered... but the PC doesn't own the land twixt the allotments and the brook so doesn't have a 'riparian' right to extract water (if such a right could be taken as including allotments in 'domestic use'; if not an extraction license would have been needed).
At the time the favorite options were a bore hole (suprisingly deep and therefore expensive) or mains supply with some kind of keycard meter and a, modest, standing charge.
But it was all to no avail as the allotment holders didn't want it. People seem to catch rainwater, bring water from home, walk down to the brook with a bucket or rely on the British summer weather
